Method 2: Downloading Any YouTube Short (Desktop and Mobile)
For the second method, find the Short you’d like to download. This method applies to both desktop and mobile.

If you're using your phone, open a browser like Safari or Chrome. On a computer, paste the link into the URL bar.Modify the URL
Change "shorts" to "videos" in the URL. You can double-click on the word "shorts" or drag your cursor to select it, then replace it with "videos" and press Enter.Download from the YouTube Player Page
You’ll be redirected to a standard YouTube player page, where you can scroll down and find the download option.
Using YouTube Premium to Download Shorts
Once you're on the short video page on your mobile device:
Open in the YouTube App
Tap "Open" to launch the video in the YouTube app.Download with YouTube Premium
If you have YouTube Premium, you’ll see a download option. You can select high or medium quality, then start the download.Access Downloaded Videos
You can find videos you’ve downloaded by going to the library in your YouTube app, located on the left-hand side.
Using Third-party Software to Download YouTube Shorts
Consider using online youtube shorts downloader such as savefrom.net, simple upload the youtube video URL and paste it to the savefrom.net console, click download then you'll have the MP4 version by then. You need to know that savefrom.net is not available in all countries, consider using VPN service if this is banned.
Conclusion
This is the only allowed way on YouTube to download other people's Shorts. Using any sort of converter or external tool is against YouTube's terms of service, so you’ll need YouTube Premium if you want to download Shorts directly within the app.
